Carmakers can pool CO2 emissions: EU draft

BRUSSELS (Reuters) - Carmakers will be allowed to team up
and form pools to spread the burden of meeting tough new limits
on carbon dioxide emissions in the European Union, a draft EU
document obtained by Reuters showed on Friday.
